New user in AD not showing up in global address list

The user that can't see the new object is running Outlook in cache mode. When running in cache mode, it's the Offline Address Book that is viewed and not the live GAL.

By default the OAB is rebuilt once a day, and is downloaded when you launch Outlook. When you logged in as the user, I'm guessing you either ran in non-cache mode, or when you launched Outlook the rebuild OAB was ready and downloaded.

To see changes immediately, you need to do two things. First, open the System Manager (ESM) and expand Recipients and Offline Address Lists. Right-click on Default Offline Address List and select Rebuild. Second, have the user select Tools-->Download Address Book in Outlook.
