Solution
This issue is resolved with Backup Exec 23.0 Hotfix 463014 and Backup Exec 22.2 Hotfix 311011.
Note: Once the fix is installed on Backup Exec Server and backup exec remote agent is updated, restart BE services to reduce the size of VFFInstall.log on Backup Exec server. On the remote server, the backup exec remote agent service will need to be restarted.
Workaround is applicable for setups running without the above fix:

X:\Program Files\Symantec\Backup Exec\Logs\VffInstall.log
Or
X:\Program Files\Veritas\Backup Exec\RAWS\Logs\VffInstall.log
X:\Program Files\Symantec\Backup Exec\RAWS\Logs\VffInstall.log
Where X above represents the drive Backup Exec is installed on
